Introduction

 

Welcome to Kil-Kare Dragway!

We appreciate everyone who visits our Track, and we want you to know that we ARE concerned about you, and hope you will gladly return. Kil-Kare Dragway operates as a Member Track of The National Hot Rod Association, NHRA, in Division Three.  The current edition of the NHRA Rulebook, including any revisions published in National Dragster, are incorporated by reference into this Rule Book.  All Kil-Kare competitors are strongly urged to consult the NHRA Rulebook, in particular the published rules for the NHRA/Summit ET Racing Series and the General Regulations and Race Procedures.

 

The current edition of the NHRA Rulebook is on sale at Kil-Kare Souvenir Stands.

Obviously, no printed rule book can replace courtesy and common sense.  Responsible and professional behavior is expected---and appreciated.  Please remember that Kil-Kare Raceway is PRIVATE PROPERTY.  Any person on this property without the permission of Kil-Kare Raceway is guilty of trespass and subject to the penalties prescribed by Law.  Through your registration as a competitor, you have been granted the authority to be on this property in conjunction with Racing activities.  Should your presence or conduct  be deemed not in the best interest of the Sport, your fellow competitors, fans, spectators, management or employees,  Kil-Kare Raceway reserves the right to revoke and cancel this authority at any time.

 

General Rules

 

1)   Absolutely NO glass container of any kind allowed on the premises.

2)   Absolutely NO alcoholic beverages or controlled substances may be consumed by anyone operating a competition vehicle. Violation of this rule will result in disqualification, loss of points and removal from the premises. Additional penalties may be assessed by Kil-Kare management.

3)   The SPEED LIMIT on the entire complex is 10 MPH.  This includes all access roads, pit areas, parking areas and the staging lanes. The speed limit applies to ALL vehicles.

4)   AUXILIARY/TOW VEHICLE POLICY:  All such vehicles must bear the number of the competition vehicle they are associated with; they may be operated only by licensed drivers age sixteen and above; the speed limit listed above applies; and they are NOT to be used for “pleasure riding”.  No passengers unless the vehicle is designed and intended for such use (Buddy seats on ATV’s, Golf Carts, etc.) No roller skates, roller blades, scooters, skateboards, bicycles, etc. (CREEK SIDE )NO  LARGE DOGS OR AGGRESSIVE  PETS  OF ANY KIND AT ANY EVENT AT KILKARE RACEWAY!!! NO ATV”S -DIRT BIKES ON (THURSDAYS TEST-TUNE EVENTS!)

5. USED OIL DISPOSAL:  Used oil containers (Barrels) are provided for your use in the pit areas.  Any one caught dumping oil on the ground will be fined, disqualified from racing and escorted from the PROPERTY & PROSECUTED COMPLYING WITH LOCAL & FEDERAL LAWS!

 6)   The active Race Track from the Ready Line at the base of the Tower through the shutdown area and sand trap is a RESTRICTED AREA.  Only Kil-Kare Raceway staff, officials and Safety Personnel may enter.  STAY OUT of these areas, unless your presence is specifically directed by a Kil-Kare Official.

 7)   No parking or pitting allowed in the grass buffer strip between the Race Track and Return Road, or along side the Staging Lanes.

 8)   CONDUCT:  Unruly, violent, disruptive or threatening activity of any kind will not be tolerated. Acts such as threats, intimidation, verbal or physical abuse, display or use of a weapon or destruction of property will result in immediate ejection from the property. KILKARE DRAGWAY INSURANCE WILL BE NULL AND VOID TO ALL PARTY'S RESULTING FROM THESE ACTIONS Kil-Kare Dragway may impose additional penalties at its option, POSSIBLE SUSPENSION AND POINTS LOSS and Criminal charges (WILL be filed!)
 

9) No Large or aggressive Dogs allowed on Kil-Kare Property. Kil-Kare reserves the right to handle each occasion on a case by case basis!

  

Pit Area Regulations

The NHRA rule book states: No work may be done under any car in the pit area while the car is supported by one jack. Additional safety devices are mandatory to provide additional protection in the event of jack failure.

Competition Procedures and Policies

Bracket Breaks:

(Quarter-Mile times EXCEPT Super Pro)

Super Pro (Bracket I) : 0-7.75 (1/8 Mile)  WITH Delay Box

Pro (Bracket II):   10.00—13.99  NO Delay Box (Transbrake OK)

Street (Bracket III) 13.00 and up  NO Delay Box,  Slicks OK

Pro Motorcycle:  Any Dial, Delay Box OK,  Lanyard-type ignition cutoff switch MANDATORY.   ALL Competitors MUST FOLLOW NHRA RULES!

 Tech Cards must be properly (and legibly) filled out and signed by the DRIVER. No one may drive a vehicle registered in competition except the person who signed the name on the tech card. This is an insurance regulation. ALL Competitors MUST SIGN A FULL Executed WAIVER & RELEASE BEFORE ENTERING RACING AREAS! When you turn in your Tech Card, a Timed Run sticker will be affixed to your vehicle.  If this sticker is not present, you will not be allowed to run. Any vehicle may be inspected, rejected or disqualified for safety reasons at any time. ONE driver per-vehicle, ONE vehicle per-driver.  (In each bracket).  The same vehicle may NOT be entered in more than one bracket… the same vehicle may not be shared by multiple drivers.

 TIMED RUNS: Under normal racing conditions, classes will be called to the staging lanes for timed runs in sessions. Please wait for your call, DO NOT

move into the lanes until you are called. THERE IS NO MINIMUM OR MAXIMUM NUMBER OF TIMED RUNS SESSIONS. That will be determined by several factors, including car count, weather conditions, oil downs, breakage, etc. The Event Director will establish a "secure track" time for the conclusion of timed run sessions. Racers will be advised of this status. Only one timed run per vehicle, per session. NO TIMED RUNS DURING ELIMINATIONS. 

When in staging lanes, drivers must have all mandatory NHRA SFI safety equipment in place and be ready to race. Helmets, seat belts, fire jacket, gloves, arm restraints, etc. No short pants, or sleeveless shirts in ANY bracket. Consult the NHRA Rulebook for requirements. MUST CONFORM TO SFI RULES  AND BE TO ALL CURRENT DATE CODES

 It is MANDATORY that all required safety items are in place and you are ready to make your run when you cross the ready line at the base of the tower… before you enter the water box.  If you do not comply, you will be disqualified and not allowed to stage. THE MANDATORY EQUIPMENT INCLUDES (WORKING -LEGABLE) -TAIL LIGHTS WHEN REQUIRED.

 Vehicles are to line up in the staging area according to Lanemaster’s instructions. All vehicles must be ready to fire and race when they come to the staging lanes. If, after being paired for competition

by the Lane Master, either vehicle fails to start (fire) or malfunctions for any reason, within one minute of the Lane Master's order to start, the "broke" car is disqualified and is out of competition. The opponent will be sent on a single run.

 A similar 30-second rule applies at the water box and Starting Line area. If a car malfunctions before reaching the starting line, the driver has 30 seconds to start and stage the vehicle after notification by Starting Line officials.

 ELIMINATION ROUNDS: Do not move into the Staging Lanes until your bracket is called. At that time, fill across all eight lanes available unless otherwise directed.  Reasonable cool-down time between runs will be given, but if you are not in the lanes and ready to run on time, you are out of competition. 

BYES: Through the early rounds of Competition, byes are drawn at random by the Lanemaster.

When the remaining vehicles in any bracket total 32 or less, that round of Eliminations is also a qualifying session to establish the ladder sheet, which will determine all pairings and byes for the duration of eliminations. The qualifying order is established by running closest to your own index, without breaking out, in that round ONLY. 

Once the ladder is set, qualifying has ended, and all pairings and byes are locked in for the duration of eliminations.

If for any reason the ladder sheet system is not available, random-drawn byes by the Lanemaster will be used throughout the elimination rounds. Single runs due to breakage, etc are NOT “Byes”.

 BURNOUTS: All pre-race burnouts are restricted to that designated area, using water only. If your vehicle has front-axle brakes, you may not burn out across the starting line.  No crew persons are allowed beyond the Ready Line to assist or direct burnouts.  No person is permitted to hold or touch cars during burnouts.

 DIAL-INS: Drivers are responsible for clear  and readable dial-ins and car numbers visible from  the left (Driver’s) side of their vehicle. (Vehicles with unreadable dial-ins will be entered in the timing system as the class minimum index.) Dial-ins may be changed between rounds. However, dial-ins may NOT be changed after the vehicle passes the line at the head of the Staging Lanes. Drivers are SOLELY responsible for checking their dial-in as posted on the electronic display board for their lane CHECK DIAL-IN BOARDS BEFORE staging. ONCE YOU CROSS THE WATER BOX AREA  READY LINE YOU ACCEPT THE TIME ENTERED ON THE BOARD! If the index displayed is not correct, do not stage!   If you light the stage light with an incorrect dial-in posted, that is the number YOU agree to run on by the act of staging.  THERE ARE NO RE-RUNS FOR INCORRECT DIAL-INS.

 

STAGING: Our rule is: YOU BACK UP-YOU PACK UP. Backing out of the staging beams for a second attempt to stage is PROHIBITED. Failure to stage upon the starter's order is an automatic disqualification. Your final act of staging must be a FORWARD motion. All vehicles must self-start and self-stage. This rule also applies to single runs. Push-starting a vehicle or push-staging a vehicle is prohibited.

 

Kil-Kare Dragway uses the TSI AutoStart System.  In essence, you activate the Tree (with a built-in random delay by the computer system) by Staging.  The programmed “time-out” is set at ten seconds (from the time the first vehicle stages until the second vehicle stages).  “Deep Staging” is permitted, but AutoStart will NOT be over-ridden to accommodate deep staging.

 

ILLEGAL RE-ENTRY: Any driver attempting to re-enter a race after losing prior round will forfeit all prize money and points for that event, and is subject to additional penalties.

 

DISPUTED RUNS: Any disputed run, regardless of reason, must be presented immediately to the Event Director, and then ONLY by the DRIVERS involvedDO NOT enter the Tower during competition !!!!!!! Kil-Kare Official Event Director's Decision IS  FINAL  !!!!!!!!!      

DELAY DEVICES: Anyone caught with a delay box in Bracket #2 or #3 will be immediately disqualified

and banned from racing at Kil-Kare Dragway for a period of (1) year . All points will be forfeited and monies earned for that event will be lost.

TAIL LIGHT RULE:  Functional and visible tail lights are a SAFETY REQUIREMENT for Night Racing.  All vehicles must have at least ONE  permanently-affixed and operative "Dot 3" minimum approved taillight.  The tail light must function independently of the vehicle’s ignition switch… so that it does not go out  in the event the driver switches off the engine. The tail light must be visible from the Starting READY LINE through the shut down area. Tail Lights are MANDATORY from the time the Track’s lighting system is activated. This rule is enforced as follows: If no tail light is visible when the vehicle passes the “Ready Line” at the base of the tower, it will not be allowed to stage and is disqualified as not meeting Safety Requirements. If a tail light fails during the course of a run (from the time the vehicle stages until it reaches the return road), the vehicle is disqualified.  THIS CALL WILL BE MADE ONLY BY THE STARTER OR EVENT DIRECTOR AND IS FINAL.

 In the event of a red-light (foul) start in one lane and a tail light violation in the other lane, the tail light violation shall be deemed the “worst” offense (Under the traditional “First or Worst” NHRA Policy), and the foul start competitor is reinstated to the following round.

JUNIOR DRAGSTER RULES 

ALL other rules apply to Junior Dragster competitors and crews.  The following are special rules particular to the Junior Dragster program.

 Junior Dragsters must be towed by an adult to the pit parking area and/or starting line, with the registered driver sitting in the cockpit while being towed. While under tow, Junior Dragsters must be equipped with NHRA-approved visibility masts and flags.  TOW Vehicles MUST CONFORM TO ALL TRACK RULES-LOCAL AND STATE License  RULES!       !!!!    NO YOUNG KIDS MAY TOW JUNIORS!!

Junior Dragsters must stage and race their vehicles under their own control. No one, other than track personnel may touch the car or give instructions to the driver after the car enters the water box area.

 ONE parent or adult crew person per-vehicle will be allowed to the water box area ONLY to accompany their driver, but may not touch the car or assist in staging it. 

 A Junior Dragster which stalls at any point after the Ready Line may NOT be restarted, unless directed to shut off by a Track Official.

 JUNIOR DRAGSTER PARENTS ARE REQUIRED TO DISPLAY A MODEL EXAMPLE TO INSURE THAT ALL CHILDREN  AND OTHER PARENTS  WILL EXPECT !!      LETS HAVE FUN!!!

TEST SESSIONS:

 Kil-Kare Dragway is open every Thursday during the racing season (weather permitting) from 5:00 to 9:00 PM for Test and Tune Nights.
